Chairman of the Board

Maxim Behar is globally renown public relations and media expert, journalist, writer, diplomat, businessman and personality with strong presence in many international projects.

He is Honorary Consul General of Republic of Seychelles in Bulgaria and close alias to Sir James Mancham for the past decade.

Behar is President of International Communications Consultancy Organisation (ICCO), the largest and most influential Public Relations community in the world, Global Ambassador of African Public Relations Association, Vice President of the Association "Friends of Seychelles International" and co-founder of the Seychelles News Agency.   

Jean Paul Adam

Jean Paul Adam

Jean Paul Adam is the Minister for Health of the Republic of Seychelles. Prior to this, he was the Minister of Finance, Trade and the Blue Economy. In this role he spearheaded numerous initiatives related to the blue economy dossier, notably the blue bonds initiative.
 
Between 2010 to 2015 Mr. Adam served as the Foreign Minister where his active involvement in the Blue Economy dossier started, including through mobilization of global support for the debt swap initiative and the creation of SEYCCAT.  As Foreign Minister he has chaired the Commonwealth Small States Ministerial Committee and has also been chair of the World Bank Small States Forum between 2015 and 2016 as Minister of Finance.
 
Mr. Adam has worked in the Office of the President in various high level positions; namely Secretary of State, Principal Secretary and Director General of Presidential Affairs. Before that, Minister Adam worked in the Foreign Ministry as a career diplomat.

Mark Donfried

Mark Donfried

Mark Donfried gained his higher education degree in Modern European History & French from Columbia University, during which he wrote his senior thesis on "The Hajj and Europe in the 20th Century" as well as “The Diplomacy of Jazz”.

In December of 1999 Mark Donfried founded the Institute for Cultural Diplomacy, since its inception it has grown to become one of Europe's largest independent cultural exchange organizations and continues to be committed to its goal to promote global peace and stability.

Mark Donfried co-published the book “Searching for a Cultural Diplomacy”, exploring the significance of cultural diplomacy in Eastern Europe, Asia, and the Middle East.

Gordon L. Anderson, Ph.D.

Gordon L. Anderson, Ph.D.

Gordon L. Anderson, Ph.D., is President of Paragon House Publishing in the U.S.A. and Editor-in-Chief of International Journal on World Peace. He met Sir James Mancham in New York after 9/11, developed a close friendship, and published three of his books.

Anderson earned his Ph.D. in Philosophy of Religion, with minors in peace studies and international relations from Claremont Graduate University in California. As Secretary-General of Professors World Peace Academy International (1983-2000), he organized, with Professor Morton Kaplan of the University of Chicago, significant international conferences.

He has taught courses in peace studies and integral society, and is a Trustee of the University of Bridgeport. He is listed in Who’s Who in America and Who’s Who in the World.

Lady Carla Davis, MPH

Lady Carla Davis, MPH

Lady Carla Davis, MPH, is an acclaimed nutrition expert, writer, university executive, peace ambassador, cabinet minister for environment, and consultant on political and global issues.

Lady Davis partnered with her late husband, Sir Tom Davis, in his medical practice/surgery, political career as Cook Is. Prime Minister and CI High Commissioner to NZ, diplomatic work, and various Pacific Island programs. She was one of the founding members of South Seas University (SSU) and serves as its CEO.

Lady Davis is a Contributing Editor for The New Zealand Journal of Natural Medicine, and Masters of Health magazine.  Additionally, she serves as Peace Ambassador for the Universal Peace Federation (UPF), where she first connected with Sir James Mancham, and Cabinet Minister for Environment with the Global Energy Parliament (GEP), where she collaborated with Sir James on various issues of mutual interest.

Solomon Passy

Solomon Passy

Dr Solomon Passy is a diplomat, politician and innovator.

Dr Passy was Minister of Foreign Affairs (2001-2005), Chairman of the United Nation Security Council (2002-2003), Chairman in the office of OSCE (2004) as well as the Bulgarian Parliamentary Committees of Defence and Foreign Affairs (2001, 2005-2009) He is the founding president of the Atlantic Club of Bulgaria (1990) - the only pro-Atlantic NGO in the then Warsaw Pact, and today’s leading foreign policy think-tank in Bulgaria.

The Passys triggered the EU legislation introducing the universal Pan-European USB charger for mobile phones (2014), the Pan-European EU #WiFi4EU policy (2017), supporting free Wi-Fi connectivity for citizens and visitors in public and are currently developing in India an iSOSu smartphones app.

He launched the i-Democracy theory, which became subject of a TEDx talk in April 2017 at Sciences Po Paris Campus de Dijon. D. Passy met many times Sir James Macnham, served with him in a couple of International Boards.

Negoslav Ostojic is Executive Director of the European Center for Peace and Development (ECPD) of the University for Peace established by the United Nations, with headquarters in Belgrade;

He is also Director of the  Mediterranean Institute for International Postgraduate Studies and Development Research with headquarters in Podgorica;

Professor of International Economics and International Development; Member of the European Academy of Sciences and Arts, Salzburg;

Mr. Ostojic is author of the numerous books, publications, articles and other scientific papers published internationally in several languages.
